I particularly agree with: Your resume doesn't get through the Applicant Tracking System. Most large organizations have an automated system to track applicants for open positions. This allows recruiters to enter key words, phrases, zip codes, etc. to filter resumes.
Similar to how Google Search is used to search for topics. If your resume isn't targeted to the position enough ... chances are your resume may not be seen by a human.
You may ask, where does HR or the recruiter get the key phrases and words when searching and filtering resumes? They usually start with the job description, job posting, and some use values, competencies that are important to their company. You can search on their website to read their mission, vision, values, etc. to get ideas.
