I was really honored to be asked to keynote this luncheon for the Pennsylvania Library Association’s College and Research division at the PaLA annual conference… particularly because I fancy myself a parallel-universe librarian, and I know that out there through a wormhole somewhere, it is 1979 and I am using one of those thunk-thunk machines to date-stamp library book cards.

E-learning encompasses not only technology but also pedagogical and instructional strategies to configure a complete learning environment based on the Internet. E-learning is nowadays widely used in higher education as a mean for supporting learning on academic programs. Concurrently, the Open Educational Resources (OER) are becoming a valuable alternative to improve access to high-quality educational content released under open licenses by outstanding universities worldwide. The conjunction of both concepts can configure a strategy to improve the quality of the curricula in the higher education institutions, particularly in development countries, in order to equalize the learning outcomes of international academic programs and to reduce the cost associated with educational content development. This work aims to achieve a preliminary understanding of the potential of the OER availability to be used in E-learning environments. As a case study, we have conducted an exploration of the feasibility of using OER to supplement E-learning environments for Higher Education in Computer Science at Ecuador. The search of the OER suitable to be used for this purpose has been performed on all categories of OER websites, including Open Courseware projects of prestigious universities. Moreover, this paper highlights the main barriers as well as the opportunities derived from adopting OER in E-learning environments.

Open Educational Resources case study: Global Dimensions in HE | UKOER International Case study Anne Wheeler, et al Feb 2013

The aim of this case study is to provide an overview of the development and internationalization of the OER module and endeavours to highlight the challenges, benefits and successes of the module team’s collaborative undertakings. Initially we outline our overall rationale and approach to developing the GD in HE OER module and our plans to encourage international partners to collaborate in the further development and delivery of the module. The second part will describe our strategy for the internationalisation of the module and lessons learnt. Finally we will outline our recommendations for colleagues undertaking similar OER initiatives.

OER? What OER? Integrating Video OER in a Teacher Education Programme

The Food for thought series is an Open Educational Resource (OER) in video format created by teachers and students in Higher Education (HE) for the academic community. The series offers open bite-size just in-time initial and continuing professional development (CPD) opportunities for teachers in HE. Voices and perspectives from practitioners around the globe are shared and provide a broader perspective on learning and teaching. The series shows how OER can remove barriers to learning and professional development (Butcher, 2011) and be brought into mainstream teaching and the learning landscape in HE through academic development activities.

The Food for thought series has been used systematically in a variety of academic development activities within the University of Salford and elsewhere. Within this paper, we focus on how the series has been integrated within the Postgraduate Certificate in Academic Practice (PGCAP) and specifically the module Learning and Teaching in Higher Education (LTHE) to promote reflection on own practice and model the use of OER. The evaluation of this integration is shared here. The impact of the Food for thought series on student learning and the role it played in raising awareness and use of OER are explored. Recommendations are made about how this series could potentially enable wider use, re-use and adaptation for local needs (Lane, 2012) within other professional development activities.

MOOCs give librarians new opportunities to help shape the conversation about changes in higher education and to guide administrators, faculty, and students through these changes. To assume this role, librarians must understand the MOOCs landscape. Numerous stakeholders will have an interest in the massive intellectual property that ultimately resides in libraries' owned and licensed digital repositories. Studying and adopting technologies to manage and monitor MOOC usage of library resources will be essential to controlling access and tightening Internet safeguards.
